Some time ago I was seeing how in England that terrorists could change tactics and make it look like they would attack some major event, then instead storm hospitals, schools even old peoples homes killing on mas people. Then another time a bush vehicles on some country road killing all in them. Then hit churches somewhere else. The issue is to build up fear in people so that they completely buckle to them and surrender government to them. This in hope that they will then leave them alone. John
